FORMALIZATION OF ARTISANAL FISHING

Last October, the Fisheries and Aquaculture Committee of the National Industries Society (SNI) offered to support the formalization of artisanal fishing.  Likewise, the government has taken actions to support this sector, such as Emergency Decree No. 097-2021.

 

On the other hand, it is estimated that there are around 76,286 people who are dedicated to artisanal fishing in the country and of that group, 51% are concentrated in the regions of Piura, Ica and Áncash.  In addition, artisanal fishing activity contributes 65% of the volume extracted for Direct Human Consumption (DHC) and among the main resources that it contributes to national food security are bonito, hake, mackerel, mullet, lorna and the squid.

 

Progress in the formalization process

 

Among the main advances that are being carried out by the Ministry of Production (PRODUCE) are simplifying the administrative procedures for the formalization of vessels.  The largest results have been within the regional governments of Piura, Metropolitan Lima and Tumbes, where close to 5,800 fishing permits have been granted.

Among the benefits of being a formal fishing vessel, there is

 ➔ Access to sustainable technological services and productive scaling that  It will allow industrial progress to identify better products, act more efficiently or evolve towards higher value-added activities.

 

 ➔Access to technical assistance, training and support services. Within this program, fishermen are trained in topics such as safety and hygiene, processing techniques (filleting), production of non-traditional fish products (canning) and food handling.

 

 ➔Access to financing for promotional loans, competitive funds, microleasing, among others, this will allow these vessels to obtain a strengthened working capital in addition to a better credit rating that will translate into their families giving them less concern for the future and greater opportunities for growth.

 

 ➔Access to commercial articulation services with sustainable markets and Public purchases since it is found that these vessels have good production capacity, but do not use even 50% of their installed capacity, due to the low turnover of their products in the market that have a lot of price competition.  Finally, this benefit gives them the opportunity to improve the placement of their merchandise and to generate greater liquidity.

 

 ➔Access to business development services giving them the opportunity to visualize an integrating concept of their business with which they can achieve a positive impact on their human capital capabilities.
